بِسْمِ اللّٰهِ الرَّحْمٰنِ الرَّحِیْمِ

83.29-36

اِنَّ الَّذِیْنَ اَجْرَمُوْا كَانُوْا مِنَ الَّذِیْنَ اٰمَنُوْا یَضْحَكُوْنَ٘ ۖ (29) وَ اِذَا مَرُّوْا بِهِمْ یَتَغَامَزُوْنَ٘ ۖ (30) وَ اِذَا انْقَلَبُوْۤا اِلٰۤى اَهْلِهِمُ انْقَلَبُوْا فَـكِهِیْنَ٘ ۖ (31) وَ اِذَا رَاَوْهُمْ قَالُوْۤا اِنَّ هٰۤؤُلَآءِ لَضَآلُّوْنَۙ (32) وَ مَاۤ اُرْسِلُوْا عَلَیْهِمْ حٰفِظِیْنَﭤ(33) فَالْیَوْمَ الَّذِیْنَ اٰمَنُوْا مِنَ الْكُفَّارِ یَضْحَكُوْنَۙ (34) عَلَى الْاَرَآىٕكِۙ-یَنْظُرُوْنَﭤ(35) هَلْ ثُوِّبَ الْكُفَّارُ مَا كَانُوْا یَفْعَلُوْنَ۠ (36)

English translation of Kanz-ul-Imaan

Indeed, the culprits (such as Abu Jahl, Waleed Bin Mugheerah, etc.) used to laugh at the believers (in this world). And when the believers used to pass by them, so they (i.e. the disbelievers) would wink at one another (in mockery). And when returning to their homes, they used to return rejoicing (i.e. boasting about what they had done). And when they (i.e. the disbelievers) would see the Muslims, they would say, 'Indeed, they have gone astray.' Whereas, they (i.e. the disbelievers) have not at all been sent as guards over them (i.e. over the Muslims). So, today (i.e. the Day of Resurrection) the believers laugh at the disbelievers. Seated on thrones, observing (the destruction of the disbelievers). Have the disbelievers (not) been given some recompense (on this Day) for what they used to do?

Commentary

The leaders of the disbelievers such as Abū Jahl, Walīd ibn al-Mughīrah, and al-ʿĀṣ ibn Wāʾil, and others would laugh at believers like Sayyidunā ʿAmmār, Sayyidunā Khabbāb, Sayyidunā Ṣuhayb, and Sayyidunā Bilāl رَضِیَ اللهُ عَنْهُم. When those poor believers would walk past those wealthy leaders of the disbelievers, they would wink at one another to taunt the believers. This verse was revealed about them.

Meaning those disbelievers were not made guardians over the believers that they may take them to task for their states and actions. Rather, those disbelievers were given the command to rectify themselves, and they should have reformed their own situation.

When the door of Hell is opened, the disbelievers will run towards the door to escape from Hell, and when they come close to it, the door will shut. This will continuously occur with them, and upon seeing this state of the disbelievers, the believers will laugh at them, and this laughing of the Muslims will be in exchange for the laughing of the disbelievers in the world.
